ROBERT BUDMAN  |  Managing Principal

Rob oversees all aspects of The BLVD Group with primary emphasis on strategic direction, investments and capital formation. Prior to founding BLVD, Rob served for over 7 years as Partner of a Los Angeles based investment firm, overseeing the acquisition, disposition and financing of investments for the company and its affiliated entities. His focus was on the purchase and rehabilitation of distressed, underutilized or underperforming real estate in primarily urban markets with institutional, family office and private capital.

Rob previously was Senior Acquisition Analyst at a major Orange County based, value-add multifamily investment firm, completing $300 million of transactions with institutional partners including pension funds and Wall Street opportunity funds. Rob has completed dozens of projects in the multifamily, office and retail asset classes, totaling over $1.5 billion in transactions throughout his career. 

Rob received a degree from the Marshall School of Business at the University of Southern California.

PATRICK LUKE  |  Managing Principal

Pat oversees all aspects of The BLVD Group with primary emphasis on investment strategy, deal sourcing and capital markets. Prior to joining BLVD, Pat served as the Vice President of Acquisitions at a Los Angeles based, regional multifamily development and investment firm. He was responsible for the formation and management of the acquisitions platform, and for the sourcing, acquisition and financing of the company’s multifamily investments. While at the firm, he sourced and acquired performing and nonperforming loans, value-add apartments, development sites and low-income multifamily housing.

Prior to BLVD, he was Director of Multifamily Acquisitions for another Los Angeles based firm, where he was responsible for the sourcing, acquisition, disposition and financing of all multifamily properties in California. During his tenure there, Pat managed the successful closing of over $480 million in multifamily acquisitions and dispositions. 

Pat graduated with a degree from the University of California at Los Angeles.

JAKE WALKER  |  Managing Principal

Jake oversees all aspects of The BLVD Group with primary emphasis on corporate strategy, investments and capital raising. He has a 16-year track record of success in real estate investment and extensive experience building and scaling alternative investment platforms. During this time, he has closed over $1.2 billion in investments across multiple asset classes.

Prior to joining BLVD, Jake served as Chief Operating Officer for a Dallas based investment firm focused on strategic investments in the US and Europe. In this capacity, he was responsible for driving overall operational strategy and optimizing the growth and performance of the firm’s various investment platforms.

Prior to this, Jake served as head of acquisitions for several investment firms where he was responsible for structuring and executing the overall investment strategy including acquisitions, dispositions, financing, and asset management.

Jake received a degree in Finance from the University of Texas at Austin.

GEORGE SAAD | Partner & Director, Acquisitions

George is responsible for sourcing, structuring and financing new affordable acquisitions as well as managing disposition activity for The BLVD Group. He has over 10 years of experience acquiring and developing investment real estate nationwide. His daily responsibilities include overseeing new acquisition and development opportunities, structuring partnerships, and negotiating with lenders, investors, and regulatory agencies. Since joining BLVD in 2016, George has managed the acquisition of 30+ multifamily properties totaling over $600 million including the preservation and rehabilitation of affordable housing with Low Income Housing Tax Credits, bond financing, and HTF / CDBG / HOME funds.

Prior to joining BLVD, George began his career at a publicly traded, institutional real estate services company where he was responsible for financial analysis and market research of office, multifamily, and industrial properties. George subsequently worked for 3 years with a Los Angeles based investor and developer focused on infill market rate apartments in California.

George graduated with a degree from the University of Notre Dame. 

NIKHIL NARDHANI  | Director, Development

Nikhil is responsible for the design, development and construction of Low-Income Housing Tax Credit (LIHTC) projects. He oversees and directly manages the development team and other partners to ensure the overall execution and delivery of projects. Prior to this role, Nikhil served as BLVD’s Director of Asset Management for 5 years where he oversaw all aspects of the department including operations, asset preservation, compliance, and profitability of the affordable portfolio.

Prior to joining BLVD, Nikhil served as an Asset Manager for over 6 years at a leading owner/operator based in Los Angeles with a focus on multi-family value add opportunities. Nikhil managed a portfolio of over 5000 units nationwide. His responsibilities included day to day operations, revenue and expense management, oversight of capital renovations and the overall profitability of the portfolio.

Nikhil received a degree from the Marshall School of Business at the University of Southern California.

CAESAR NGUYEN | Director, Acquisitions

Caesar Nguyen is responsible for sourcing, structuring, and financing new market-rate and middle-income multifamily acquisitions for The BLVD Group. In this capacity, he leads the identification, evaluation, and execution of investment opportunities, oversees deal negotiations, and manages relationships with lenders, brokers, and institutional partners to support the firm’s growth strategy.

With over 10 years of experience in real estate investing, acquisitions, and lending, Caesar brings multifaceted expertise to every transaction. Prior to joining BLVD, he served as Director of Acquisitions for a real estate private equity firm, where he focused on multifamily investments in Sunbelt markets. Before that, he was Head of East Coast Real Estate at a VC-backed real estate tech company, where he managed partnerships and Co-GP investments.

Caesar began his career in investment banking, working on over $3 billion in debt and equity investments across office, multifamily, hotel, retail, and industrial properties nationwide.
Caesar received an MA in Public Relations and a BA in Communications with a minor in Finance from the State University of New York at Albany.

STEVE GOONEN | Vice President, Asset Management

Steve is responsible for leading The BLVD Group’s asset management platform, directing property-level investment strategies to maximize performance and drive long-term value across the portfolio. He oversees financial performance, property operations, capital projects, and compliance, while managing third-party property management partnerships to drive efficiency and ensure strategic alignment.

With over 16 years of experience in multifamily real estate, Steve has expertise across asset classes and product types, specializing in operations, financial oversight, and value creation. Prior to joining BLVD, Steve held leadership roles in asset management and operations at several national investment, development, and management firms. In these roles, he was responsible for overseeing large-scale portfolios, managing capital budgets, and driving strategic initiatives to optimize portfolio profitability.

Steve studied Business Administration with a specialization in Marketing at the University of Florida.

AMBER JOHNSON | Chief of Staff

Amber oversees executive administration and operational execution at The BLVD Group, with a primary emphasis on strategic initiative implementation, organizational efficiency, and ensuring cross-functional alignment. In this capacity, she also leads Marketing, HR and Investor Relations.

An Army veteran, Amber has over a decade of experience leading corporate administrative initiatives in the real estate sector, specializing in strategic planning, project management, and process optimization to support business growth.

Prior to joining BLVD, she held leadership positions in finance and corporate process management, including roles with a global publishing company and a publicly traded U.S. lodging REIT. As a Director in the hospitality sector, Amber managed capital budgets exceeding $75M, oversaw portfolio-wide insurance claim processes, and advised senior leadership on cross-departmental projects and strategic initiatives.

Amber graduated from Texas A&M University with a BA in English Literature, she received her MBA from UT Arlington.
